And why we connect and convene individuals, organizations, and groups who love and care for Prince Edward County.

The County Foundation's Past Board Chair & Current Committee Member Brian Beiles Recognized as Outstanding Volunteer at Inaugural Civic Recognition Awards

On September 24th, the municipality hosted the inaugural Civic Recognition Awards in Prince Edward County. The Civic Recognition Awards celebrate "the exceptional individuals, organizations, and groups that have made a lasting impact on the community".


The Outstanding Volunteer Awards are presented to individuals whose extensive volunteer efforts have contributed to the quality of life in Prince Edward County.


Under Brian Beiles' leadership, The County Foundation evolved from a small group of committed residents into a respected community institution. 


Brian's commitment to building partnerships, fostering a culture of giving, and strengthening community connections has helped shape The County Foundation into the trusted organization it is today. 


Brian was nominated by current TCF staff members for playing a foundational and transformative role in the development and success of The County Foundation, serving as a dedicated and visionary Board Chair during its formative years. His leadership exemplifies what it means to be a civic volunteer - committed, values-driven, and deeply invested in the well-being of the community.


The County Foundation was created in response to a clear gap: the community lacked a unified philanthropic organization to support and strengthen local sectors. The idea emerged from a Cultural Round Table where residents expressed a desire to give back in a meaningful, coordinated way. At the time, there were no endowment funds, no established reputation, and only a small group of supporters.

To say there is no TCF without Brian’s leadership, and commitment to our work is not an overstatement. As our Chair for many years, he has been the heart and soul of our community foundation, driving our mission forward, and an important champion of our Vital Signs work.

Under Brian’s leadership, TCF embraced a humble but determined approach that has stayed true to our organization: focus on doing good work, build credibility over time, and let impact speak for itself.

"Firstly, I’m deeply appreciative of receiving this award related to my contribution to The County Foundation. For me, it has been a real privilege to be able to give back and apply my skills and knowledge to an organization committed to living the values of: integrity, inclusion, accountability, stewardship, collaboration. The County Foundation is a vehicle that connects generosity with need in PEC, by bringing together donors, data, and local organizations to invest in what matters most to our community. Importantly, my contribution builds on the shoulders of my predecessors, Carlyn Moulton who spearheaded the formation of TCF in 2008, and Joan Pennefather who succeeded her.

Especially gratifying for me is, through the efforts of a small but mighty team and a committed volunteer Board, and through the generosity of our donors and the partnerships that we have formed, TCF has been able to facilitate grants back in to the community totaling more than $11 million since its inception, and is also on track to facilitate over $1 million per for the foreseeable future - which is truly outstanding for a community of our size. 


I would be remiss in not mentioning a flagship offering of TCF – its Vital Signs reports and data bank. Vital Signs has sparked dialogue and discussion in our community and have provided a focus for our donors and our granting, and helpful to the organizations who apply for our grants.

Although I am no longer on the Board, I am contributing to TCF through 2 internal committees on which I am a member, and have full confidence that through the dedicated efforts of its excellent staff and committed Board, the organization will continue to grow and increase its impact in our community for many years to come, and deliver on its vision of: working together to build a place where everyone belongs and all can thrive."

Help Keep the Shelves Stocked: 
​New Fund to Support Sustainable Future for Picton Food Bank  

In 2025, the Picton United Church Food Bank provided over 110,000 meals – and this year they are experiencing a 40% increase in visits to the food bank. This sharp and sudden increase reflects the escalating number of families and individuals dealing with food insecurity in the County.  

To respond to this critical need, a new fund called the Picton Food Bank Endowment Fund has been established at The County Foundation. The Picton Food Bank is seeking to raise an initial $1 million, which will generate interest that can be used by the food bank annually to ensure shelves are stocked with meat, dairy, fruits and vegetables, dried goods and other essentials.  

The idea for the Fund comes from Picton Food Bank volunteer, Mark Houghton and his wife Erika, who see it as a way to help alleviate the uncertainty that comes from operating a food bank that is dependant on fluctuating community donations.  

And to ensure that the Fund gets off to a healthy start, the Picton couple have seeded it with a donation of $100,000.  

“Erika and I both experienced food insecurity in our youth and are now lucky enough to be able to give to others. We love this community and are committed to making sure everyone has access to healthy and diverse food,” says Mark Houghton.  

For The County Foundation's Executive Director, Dominique Jones, the donors who choose to support this fund want to make sure the Picton Food Bank is there for people who need it now and in the future.  

"Donors who support our local food banks help ensure that County residents can put food on the table, meeting that basic essential need. Supporters of this fund go one step further by investing in the food bank's long-term stability, helping ensure it will continue to be there for individuals and families who need it for years to come.” TCF Executive Director, Dominique Jones.

As we know, food insecurity is a national issue across Canada and local food banks play an important role in supporting people when they need it most. By assisting with the cost of groceries, it alleviates the pressure on other household costs and helps individuals and families stay on more stable footing. 

"There’s a lot of stress involved in food insecurity, both on our clients’ part in struggling to feed their families, and on our part, in never knowing whether we will be able to raise enough to meet the needs of the community,” says Seona Halsey, longtime food bank coordinator of Picton United Church Food Bank. “This fund will give us crucial breathing room to know at least part of our monthly grocery bill is covered.”

The County Foundation is transitioning several of our grant programs to a new online grants portal.

The grant programs transitioning to our new grants portal moving forward will include the Municipal Community Grants, PEC Arts Fund, Built Heritage Fund, Huff Family Fund, and our Vital Impact Fund as the portal is geared specifically toward community organizations applying for funding. For the other grant programs that we administer, we will continue to use our previous system. 

The new system will launch with the 2026 Vital Impact Fund.

New Grants Portal - What You Need to Know

  • One place for the entire grant process — Applicants can apply, submit reports, and access funding information all through one portal.
  • Grant history maintained — All organizations go through staffing and leadership changes over time. The history and information on past and current grants will be available in the portal so this is easily available and reduces confusion for onboarding new contacts.
  • Features to make applying easy —Applications that you are working on can be saved, multiple team members can work collaboratively on applications and reports, and the highly-requested ability to use bullet points is now available!
  • Clear deadlines for follow ups — Not sure what items are outstanding? Your current to-do's for follows up like grant agreements and reports will be listed in the portal. You will also receive automatic reminder emails for upcoming follow ups that are due soon. 
  • Ability to proxy into organization accounts —TCF Staff can proxy into accounts, so we can preview applications or troubleshoot problems by seeing what you are seeing. 
  • Characters instead of word limits —Previously our application forms used word limits but (unfortunately) the new system has character limits instead. This isn't something we can change, but we have tried to share what the anticipated word limit is. 
  • Starting fresh with some exceptions - Historical data (pre-transition to this new system) will not be carried over. The exception will be grants where interim or final reports are outstanding. TCF staff will begin transitioning some of these "follow up" tasks into the new system over the next several months, but you will not see these visible at launch and you will be notified if this impacts you.

  2. Select Create A New Account to complete the registration process and create your login credentials.

IMPORTANT INFO FOR GETTING STARTED: Our recommendation is to start by making an account for your organization first, and then follow the instructions below to add users to the existing organization account. This will save you some time answering repetitive questions, and ensure that all of your organizational information is stored together. TCF staff can also connect Users and Organizations on the backend if you have any trouble.

As part of our new system, organizations can allow multiple staff members to access grant applications and reports.

After you have made an account for your organization, you can add Users to an existing organization account.

  1. Click Organization History or the organization name.

2. Click the Contacts tab on the left.

3. Select Invite User.

4. Enter an Email Address and Message, and then click Invite.

Once steps 1-4 have been completed, the invitee will receive an email with further instructions.
In the event you need to resend or revoke the invitation, click “invited” at the bottom of the new contact.

If you would like to allow more than one person access to your applications and reports to provide input on them, then you can use the Collaborator Feature.

How to invite collaborators
The collaborator feature offers three permission levels:
  • View – The collaborator can view each form in the request to which the applicant has access.
  • Edit – The collaborator can view and edit each form in the request to which the applicant has access.
  • Submit – The collaborator can view, edit, and submit each form in the request to which the applicant has access.
Adding Collaborators
Return to your application, and on the top right click Collaborate.
Enter the applicable Collaborate information, and then click Invite.
    • Enter the email address of the person being invited to collaborate on the request. 
    • Enter a message to that person, including any specific instructions about questions they need to complete or review.
    • Select the permission levelfor this collaborator.
      • The permission levels are view, edit, and submit.
      • These collaborator permissions apply to all forms within the request such as the application and any follow ups assigned to you. If edit is selected, for example, the collaborator can edit any forms within the request.
    • The system will send an email invitation to the collaborator containing the message and a link to log on.

    Manage Invitations - Click Collaborate again to manage any collaborators invited.

      • View the status of the invitation to see if it has been accepted. 
      • Resend the invitation.
      • Edit the collaborator’s permission level.
      • Remove the collaborator from the request.

Additional Info on Collaborations

  • If two users are editing the same form concurrently, the changes saved will be those made by the last user to click save.
    Applicants should avoid working simultaneouslyon the same form to prevent overwriting each other's changes. 
  • Once the form has been submitted, no further changes can be made.

  • Change can be hard. We recognize this and we are here to help! 
  • If you have any challenges navigating the new system, email our Grants Manager, Gillian Armstrong (g.armstrong@thecountyfoundation.ca) for extra assistance.
  • TCF Staff can now Proxy as your account and see what you are seeing on your end. This makes it easier and faster for us to answer questions and provide support without you having to navigate through multiple steps or try to explain what you are seeing.

Natalie Piper Fine & Digital Arts Bursary 

The County Foundation is pleased to announce the establishment of the Natalie Piper Fine & Digital Arts Bursary. This is an annual award of $2,000 to support a resident in Prince Edward County (aged 18-30) pursuing post-secondary education or enhancement study in the broad Fine & Digital Arts sector.  


This includes but is not limited to: 

  • Traditional Fine Arts: Painting, drawing, illustration, print-making, sculpture, mixed media, collage, installation, etc. 

  • Modern Fine Arts: photography, film, studio pottery and glass, book-binding, and poetry. 

  • Performing Fine Arts: theatre, music and dance. 

  • Digital Arts: graphic design, illustration, video, and digital art. 

Natalie Piper Fine & Digital Arts Bursary - View the full details on the award & how to apply

Jim Turner, who has helped to establish the bursary alongside Laurie Gruer, Bill Stearman, Natalie's sister Erin Racioppa, and Natalie’s husband, Nigel Piper, spoke about their hopes for the award and how it will honour Natalie’s creative legacy. 

"This bursary is offered as a lasting memorial tribute to the sparkling spirit and remarkable talent of Natalie Piper – who passed away in June 2026. It is designed to help those who love creativity, believe that the arts can be a life long passion, and a successful career. It helps to create opportunities as diverse as the arts themselves." Jim Turner.

Born with a congenital heart condition that required major surgeries throughout her life, Natalie refused to let her illness limit her. Natalie was an active part of the local creative community, by creating logos, designs, and layouts for local organizations and businesses such as the Picton Library, Jazzfest, Art in the County, the Chamber Music Festival, the Picton Gazette, and many more. 

The County Foundation’s Executive Director, Dominique Jones, spoke to the significance of creating a lasting legacy through Natalie’s bursary: "We are very honoured to partner with Natalie's friends and family on this award. Currently close to $10,000 has been raised to support Natalie's bursary fund, and $40,000 is the fundraising goal to establish the fund as a long-term endowment which will ensure it can provide ongoing support for years to come."

The County Foundation’s Investment in Local Food Systems:
Improving Access to Food Across Prince Edward County

The County Foundation’s Vital Impact Fund aims to direct funding toward initiatives that address the most pressing challenges and opportunities identified through Vital Signs data and our community knowledge. Now in its third year, Vital Impact Fund will concenatrate its efforts on a defined focus area to deepen impact and respond to community needs.  

Food Security is one of the 9 Vital Signs priorities. Currently, one in four households in Hastings-Prince Edward is experiencing food insecurity. Food insecurity is highly correlated with financial challenges but may also be caused by physical or logistical challenges in accessing or cooking nutritious food.  

Evidence of growing demand is already evident, with the Picton United Church Food Bank reporting a 40% increase in visits compared to last year, with children making up 33% of those being served.

For 2026, the Vital Impact Fund will be accepting applications focused on Food Security, with the aim of supporting the processes, efficiencies, and infrastructure of our local organizations working to address food insecurity. 


$180,000 will be invested through the Vital Impact Fund toward improving access to food and addressing food insecurity throughout Prince Edward County.

By building organizational capacity and improving coordination across the sector, The County Foundation aims to create more sustainable solutions to increase access to food. 

"Food security is a foundation for overall well-being, stability, and opportunity," says Dominique Jones, Executive Director of The County Foundation. "Reliable access to nutritious food helps children succeed in school, supports healthier and more stable families, and reduces the difficult choices many households face between food, housing, and other essential needs." 

By investing in the organizations and networks that provide food access and support, the Vital Impact Fund seeks to strengthen the local food system, improve access to nutritious food, and ultimately contribute to a healthier, more resilient Prince Edward County.

“Addressing food insecurity is a complex, systemic issue that won’t be solved in a single year, so we hope to focus on supporting practical, community-driven solutions that strengthen local food systems, improve coordination and efficiency, and reduce barriers to access” noted Dominique Jones.  

While the Vital Impact Fund focuses on one priority area for this year, our other grants will continue to support a wide range of sectors so we can continue meeting the diverse needs of our community. Vital Impact Fund is approximately 8.4% of our total granting based on 2025.

2026 Built Heritage Fund Supports Preserving Community Heritage

The County Foundation is pleased to announce the 2026 Built Heritage Fund grant recipients. This year’s recipients include the Regent Theatre, Baxter Arts Centre, and County Museums for the Ameliasburgh Heritage Village.


This was a landmark year for the Built Heritage Fund, with the Regent Theatre receiving the largest grant in the history of the fund to help restore the iconic marquee of the building. 

"The Regent Theatre's historic marquee has become a symbol of Picton's vibrant Main Street. It's our privilege and responsibility to maintain this landmark to the quality that will make the County proud,” says John Galway, Executive Director of the Regent Theatre. “This vital and historic support from the County Foundation's Built Heritage Fund will form the foundation of a larger campaign to restore the marquee to its former glory. There is always a small group of supporters who are the first to believe in a project, and we are honoured that the Built Heritage Fund has put their trust in us with this generous grant."

The purpose of the Built Heritage Fund is to offer a specified amount of interim funding which will aid the preservation, protection, or restoration of a heritage structure within the geographic area of Prince Edward County deemed historically or culturally significant to the community. The Built Heritage Fund is supported by proceeds from the annual County Christmas House Tour. 

The Christmas in the County House Tour Committee shared: “It is delightful to see the ongoing success of the annual Christmas in the County House Tour which funds the Built Heritage Fund. It continues to grow thanks to the energy and commitment of the Christmas in the County House Tour team and the generosity of the many owners of historic homes and distinctive new properties who open their doors in December. It is especially gratifying for the Built Heritage Fund to be able to give its largest grant ever to the Regent Theatre.” 

The Built Heritage Fund was established after the Methodist Episcopal Church, a 135-year-old historical landmark on Picton’s Main Street, was demolished in 2010. A group of concerned citizens realized that without intervention many of these buildings could be lost to us – and to future generations.

“Protecting our built heritage means preserving the stories and identity that make our community unique. This fund exists because a dedicated group of residents and volunteers recognized the importance of safeguarding these historic places and took action to make a difference. Their commitment has helped make possible the largest grant in the fund's history,” Dominique Jones, Executive Director of The County Foundation.

2026 Grant Recipients

  • The Regent Theatre - $15,000
    A contribution toward the full restoration of its iconic marquee and vertical blade sign. The project will help to preserve the theatre’s heritage character, improve public safety, enhance downtown vibrancy, and support year-round cultural programming at the Regent.

  • Baxter Arts Centre - $5,000

    Replacement of existing eavestrough and downspouts to new larger capacity rain gutter system. The project will ensure water moves away from the building and does not damage inside or lead to icy buildup on surrounding walkways. 

  • County Museums - Ameliasburgh Heritage Village - $2,500

    Receiving a grant to assist with the structural repair of the balcony at the Ameliasburgh Heritage Village to ensure the safe storage of the museum’s collection.

Community grants helping Prince Edward County thrive

The County of Prince Edward is pleased to announce the recipients of the 2026 Municipal Community Grants Program, supporting local organizations that strengthen community well-being, enhance quality of life, and build capacity across the community.

"Prince Edward County is blessed to have so many community-minded organizations and the hundreds of staff and volunteers who work incredibly hard to enrich our community through a variety of activities and initiatives," Mayor Steve Ferguson says. "Investing in these organizations through the Municipal Community Grants Program has an impact on the lives of many throughout Prince Edward County."

The Municipal Community Grants Program aims to improve the well-being and quality of life of the community and its residents through financial assistance to non-profit, community-based organizations. This year, a total of 27 local organizations will receive support through a combination of cash and in-kind grants. The funding will bolster a diverse range of initiatives focused on culture, heritage, recreation, environment, and health and human services. 

 

The grants program is funded by the municipality and administered by The County Foundation. Priority is given to projects that align with the strategies of the municipality and The County Foundation such as Council's strategic plan and the 10-year community plan, Vital Signs, Community Safety and Well-being Plan, and Thrive PEC Community Economies Pilot Project. 

“These grants reflect the incredible dedication of local organizations working to meet community needs,” says Dominique Jones, Executive Director of The County Foundation. “They are a meaningful investment in the wellbeing of our community — supporting programs that foster connection, inclusion, and quality of life for residents. By funding both new and ongoing initiatives, the municipality is making a smart, lasting investment in a more vibrant, resilient Prince Edward County.”

There will be a second call for in-kind grants from September 1 to October 2, 2026 for activities taking place from November 1, 2026 until May 31, 2027.

PEC Arts Fund Celebrates Local Creativity

Twelve organizations across several different disciplines will receive support through the 2026 PEC Arts Fund.

"Arts and culture bring people together, provide opportunities for creativity and self-expression, and create experiences that connect us across generations," Mayor Steve Ferguson says. "The arts have a significant economic impact, playing an important role in attracting visitors to Prince Edward County while also being enjoyed by our residents."

Now in its second year, the PEC Arts Fund supports local arts organizations providing programs and services in Prince Edward County.

 

The PEC Arts Fund is supported by a contribution of up to $50,000 from the municipality, which is funded by the Municipal Accommodation Tax (MAT) and collected from visitors who stay in roofed accommodations.

 

The County Foundation contributed $25k in seed funding to establish the fund, and welcomes external donations, enabling local businesses and individuals to provide meaningful support for the arts in our community.

Investment in the PEC Arts Fund helps sustain the vibrant arts and culture that make Prince Edward County unique, while energizing our local economy, supporting livelihoods, and enhancing quality of life for residents and visitors alike," says Dominique Jones, Executive Director of The County Foundation.

  • Alchemy Artists Residency — $3,200
    Provide two bursaries to County artists to participate in the artist-run residency program. 
  • BIGLAKE Arts — $2,700
    Operational support for artist fees and year-round concert programming. 
  • County Stage Company - $4,966.67
    Operational support for 2026 repertory theatre season. 
  • Driftwood Theatre — $4,466.67
    Support for playwriting and theatre workshops for youth, and artist community engagement events including public readings and professional development opportunities. 
  • Outta the Blue Productions — $3,028
    Bring Blue Rodeo's music to the stage through a jukebox musical production celebrating the iconic Canadian band. 
  • PEC Jazz Festival — $4,966.67
    Support for the 2026 Jazz Festival and expanded music education for youth. 

Multi-Year Grant Recipients

  • Baxter Arts Centre – $4,672
    Increased outreach efforts, including expanded communications and engagement with low-income families in the County. 
  • Department of Illumination – $10,000
    Support for ongoing operations including festivals, workshops, and other artistic events. 
  • Music at Port Milford – $4,000
    Operational support to strengthen sustainability across its music education programs, concert series, and free community performances.
  • Prince Edward County Arts Council – $10,000
    Support core operations of the County’s arts service organization, enabling continued service to the local arts sector. 
  • Quintissimo – $5,000
    Support operational growth, including expanded staffing, a new ukulele program, and increased student enrolment in its after-school music program. 
  • Regent Theatre – $10,000 
    Support general operations to help with expanding audience growth and programming at the historic Main Street Picton venue.

The Municipal Financial Relief Program Relaunches for 2026

The Municipal Financial Relief Program has relaunched for this year, and has been updated to reflect a new set of guidelines. After four years of operation, there was interest in reviewing the program and eligibility structure in order to re-affirm the intention of the program (to help low-income residents manage the rising costs of municipal taxes and water rates), improve the equity of access for residents, and continue to support those who are already eligible.

Frequently Asked Questions (FAQs) on 2026 Program Updates

Here are some questions you may have about the program updates.

We reviewed the program to make sure it still does what it was meant to do. The program was created to help people with low incomes pay rising municipal tax and water bills. After four years, municipal staff saw that: 

  • Fewer people applied in 2025 than expected 

  • Some people with real financial need could not qualify under the old rules 

  • Other communities were doing things a bit differently 


The review helped check what was working well and what could be fairer or clearer for residents. 

The County did not make changes quickly or in isolation. Staff: 

  • Reviewed why and how the program was first created 

  • Looked at program data from 2022 to 2025 

  • Compared the program to similar programs in other places 

  • Worked closely with community partners who support residents living on low incomes 

  • Tested different options to make sure changes would still fit the approved budget 


The goal was to improve the program without taking support away from people who already rely on it. 

The old income rules were too simple and did not always feel fair. 

Under the old rules: 

  • Bigger households were treated the same as smaller ones 

  • A family with children could be excluded even if money was tight 

  • Only people earning under $20,000 could get the highest help, no matter how many people lived in the home 


The new income scales: 

  • Adjust for household size 

  • Match well-known federal and provincial low-income measures 

  • Make sure people with similar financial pressure are treated more equally 


This helps the program reach the people who need it most. 

Not all households face the same level of financial pressure. 

Having two levels lets the program: 

  • Give larger, fixed grants to households under the lowest income limits 

  • Still offer help to households with slightly higher income but real affordability challenges 

  • Stretch the budget so no eligible household is turned away 


This makes the program fairer and more sustainable. 

In the past, everyone who qualified for this level of support received the same grant amount. As more households became eligible, that approach was no longer fair or sustainable. There was a danger that some eligible households would be turned away because the money ran out. 

The program now uses variable grant amounts for the Standard Support stream so it can: 

  • Make sure everyone who qualifies can still receive help 

  • Direct the largest support to households with the lowest incomes 

  • Stay within the Council-approved budget 


This change helps avoid a situation where some eligible households would be turned away because the money ran out. 

If you qualify for the Enhanced Support stream, your grant amount is fixed at $1000 for tax credits or $500 for water credits. 

 

Grant amounts for the Standard Support stream are set based on: 

  • The number of eligible applicants 

  • The available program budget after the Enhanced Support applicants have been funded. 


The maximum grant amount for the Standard Stream is $750 for tax credits and $350 for water credits. We expect that in 2026, applicants will receive grants that are slightly less than the maximum.  

Some people may be newly eligible because: 

  • Larger households now have higher income limits 

  • Renters who pay for water based on use (through their landlord) can now apply for water support 

  • People can connect with PELC and use different kinds of documents to prove their income if they don’t have a tax notice 


The intent was to close gaps, not remove support from people already eligible.

It depends on how you pay for water. 

Some renters can apply, and some cannot. The key question is whether water costs are passed on to you based on how much water you use. 

  • You may be able to apply if you pay for water based on your actual use, even if the bill is in your landlord’s name. In this case, water rate increases affect your household directly, similar to a water account holder. You and your landlord will need to fill out a form together to prove your water arrangements. 

  • You cannot apply if water is included in a fixed rent amount. In most cases, rent increases are limited by provincial rules, and water costs are not passed on based on use. This means water rate changes do not affect your household in a direct way. 


The program stays focused on helping residents who clearly feel municipal water rate increases tied to how much water they use. 

The program is tied to municipal bills. 

Rural renters: 

  • Do not receive municipal tax bills 

  • Are not connected to municipal water systems 

  • Are not directly affected by County water and wastewater rate decisions 

Expanding the program to rural renters would change it into a general cost-of-living program. That type of support is handled by other services, not municipalities. 

 

There are other programs that can help you. Go to Help With Payments for a list of supports. Rural renters can get help through Prince Edward Lennox & Addington Social Services (PELASS). 

PELASS programs: 

  • Help with costs like water delivery, heat, electricity, and rent 

  • Use income rules similar to this grant 

  • Can support people who do not have municipal bills 

Income alone does not always show a full financial picture. 

The savings check: 

  • Confirms the support goes to households without large financial resources that can help them pay their bills 

  • Matches how other income-tested programs work 

  • Helps make sure public funds are used responsibly 

This is a small, new support for people who are at risk of having their water shut off and have no other way to pay their bill. 

The MFRG program helps with yearly bills, but it does not work well in urgent situations. This new fund is meant to be a last line of help when disconnection is close, and other options have been tried. 

 

Key things to know: 

  • It is only for households who would qualify for the lowest income level of the program (Enhanced Support) 

  • It is used only in serious, urgent situations 

  • It is not something residents apply for on their own 

 

To access this help, residents work with municipal revenue staff and a trusted community partner. If water disconnection is likely and there are no other solutions, the partner can recommend support to prevent the shut-off.  

 

This approach helps protect health and housing while making sure the support is used carefully and fairly. 

Program History

The Municipal Financial Relief Grant (MFRG) was established in 2022 to help low-income residents pay their municipal tax and water bills. The program was proposed during the last water and wastewater rate study as a tool to ease the impact of rising rates. 

Council approves the program’s annual policy and budget, while The County Foundation oversees day-to-day administration. For 2026, the Prince Edward Learning Centre will now also support with delivering the program and providing 1-on-1 support to applicants.
